INTRODUCTION

{The RTI act published 15th June, 2005, in the gazette of India}

An Act to provide for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State Information Commissions and for matters connected therewith or incidental thereto.

Section 2(h) of the Act defines "public authority" as any authority or body or institution of self-governance established or constituted by or under the constitution or by law made by the Parliament or any state legislature or by notification issued by the appropriate government: It includes body owned, controlled or substantially financed by the government.

In accordance with the provisions contained in section 2(j) of the Act, Right to Information means right to information accessible under this Act which is held by or under control of a public authority.

This Information Handbook will enable the citizens to obtain information as to the provisions contained in various rules and regulations governing the Chaman Lal Mahavidhyalaya Landhora, Roorkee Uttarakhand (India) and related information. This Information Handbook is divided into 17 manuals as per requirement of Section (4) of the RTI Act,2005

Particulars of organization, functions and duties

Objectives:

 

  • The main objective of the College is to provide access to quality higher education to its students.
  • Chaman Lal Mahavidhyalaya  offers undergraduate and postgraduate education in Arts, Commerce and basic sciences in accordance with Sri Dev Suman Uttarakhand Vishwavidyalaya curricular, including sports and cultural activities.
  • Chaman Lal Mahavidhyalaya maintain high standards of education through dedicated efforts of organization for the development of students.

 

 

 

Vision Statement

TAMSO MA JYOTIRGAMAYAH (अंधकार से प्रकाश की ओर चलें) i.e. from Ignorance to Knowledge, True to the motto, our educational endeavor has been to inculcate the spirit of service along with professional growth of students. Educationists have visualized education as contributing towards building a society that is characterized by honest, vigilant and responsible citizens.  In keeping with this belief, CLM is deeply committed to the goal of creating an educational ethos that fosters the growth of educated, vigilant and socially responsible citizens. Each employee of CLM works tirelessly for creating an environment for all round development of their mental, physical, aesthetic, social and spiritual potentials and generating attitude of integrity, honesty and tolerance so, they give off their very best.

 

Brief History

Chaman Lal Mahavidhyalaya is a well-known college affiliated to Sri Dev Suman Uttarakhand Vishwavidyalaya and Uttarakhand Sanskrit university. It was established in September 2013 in the memory of Academician and Social worker Late ShriChamanLal Sharma.

Chaman Lal Mahavidhyalaya offers comprehensive curriculum over large number of UG programs (B.A., B.SC.,B. COM.,B.lib., B.SC.HOME SCI., B.SC. Agriculture), PG programs ( M.A.., M.SC. & M.COM., M.lib.) as well as PG diploma programs.

These programs offer the students multiple academic pathways. The college has an abiding commitment to create excellent education opportunities for the youth hailing from rural areas, at affordable cost. College also offers free tuition fee for girls in graduation courses. College also offers unstinting support for community services, through its social responsibility endeavors.

At present, Chaman Lal Mahavidhyalaya has large number of classrooms, seminar hall, and library, well equipped with books, journals and an e-library setup also their  & computerized laboratories. The campus is equipped with Internet Wi-Fi Facility, parking lot, playground and eco-friendly environment.

 

Duties to be Performed to Achieve the Mission

  • Teaching, research, and organizing extra-curricular activities and sports.
  • The College offers facilities for pursuing under-graduate & Post graduate courses in arts, commerce and science.
  • The College may undertake various research/special studies/projects especially financed for this purpose by external agencies/bodies other than the College.

Details of Services Rendered

  • Teaching of courses at the PG and UG level.
  •  Conduct of in house and university examinations.
  • Conduct of seminars, meetings, lectures, cultural events etc.
  • Provision of sports facilities.
  • First Aid services within the Campus in Microbiology lab.
  • Facilities to conduct research in the subjects being taught.

Organization and Administrative Machinery

A Governing Body, consisting of the following: -

  • The members nominated by the Society Act govt of India, one amongst them elected as Chairman, vice-Chairman, Secretary and another one as Treasurer.
  • The Principal of the college (ex-officio) Member
  • Two members from the teaching staff by the rotation according to seniority.
  • One member from non-teaching staff by the rotation according to seniority.
  • Principal. The Governing Body appoints a principal on the recommendations of the Selection Committee constituted for the purpose, with the approval of the government of Uttarakhand
  •  Teaching staff and librarian, appointed by a duly constituted Selection Committee.
  • Non-teaching staff appointed by a duly constituted Selection Committee.
  • Each department has a teacher in charge, appointed by seniority, for a term of two years.

Mechanism available for monitoring the service delivery and public grievance resolution
Management of the various activities of the college are supervised by the Governing Body and through the designated authorities and procedure. Monitoring of the affairs of the college is through the various committees

Powers and duties of the officers and employees

  • The Principal is academic and chief executive officer of the college. He is responsible for administration, organization, instruction and management of affairs of the college, as stipulated in govt of Uttarakhand Higher education and Sri Dev Suman Uttarakhand University Ordinance.
  • Powers and duties of other authorities including administration, faculty, library and office staff are also in accordance to the laid down rules and regulations of the govt of Uttarakhand Higher education and Sri Dev Suman Uttarakhand University Ordinance.

  • The College functions under the supervision and control of the Directorate of Higher Education Uttarakhand and Sri Dev Suman Uttarakhand University.

         Other Useful Information

The person seeking information may apply on a plain paper giving particulars of information being sought and his correct address for communication. Separate application for seeking information on different subjects is required. The application has to be accompanied with the prescribed fee. (At present a fee of Rs. 10/-). The fee is payable with each application which is towards the cost of processing the request;

Schedule of fees can be had from the Public Information Officer of the Chaman Lal Mahavidyalaya Landhaura. For the time being the rates are as under: -

  • Rs. 2/- per page of A-4 or A-5 size.
  • Actual cost for sizes bigger than A-4 or A-5.
  • In case of photo copies, the rate would be Rs. 2/- per page.
  • If information is needed on a disk or floppy subject to availability of information in soft form, the fee will be Rs. 50/- per disk/floppy.
  • Admissible records may be allowed to be inspected on payment of requisite fee thereof.
